The zip file contains both the PC version and the server for the iOS/Android version. They are 2 different programs. The PC version runs on PCs and Windows 8 tablets. It is a standalone program and doesn't need a separate server component. The iOS/Android version requires both the app that runs on the device, as well as the iOS/Android Server running on the PC.
